That is the throttle valve lever, shaft seal. Commonly known as a TV lever, or kick down lever. Dropping the pan will not help you. It has to be removed from the top. Take a small pocket screw driver and dig it out from the top after you remove the lever. Use a 7/16" socket as a tool to push the new seal back into position. There's nothing to it.
