Have had an issue like this and found the neutral safety switch
Was an issue. Most like not the problem but a worth while thought.

At this point I changed from the "new" battery to a now fully charged booster pack and jumpered the relay terminals again which spun it pretty well, key still in the off position. Finally, I pumped the gas one time, turned the key on, jumped across the relay terminals and it fired up as it normally does. I got it back in the shop to fix whatever happens to be the culprit at least. I can rule out the starter I suppose, and I think the battery can be checked for a good/notgood condition, but does this say anything about the relay being suspect or not? I also noticed that of the six caps on the battery, one showed some chalky-like residue around it; as if some acid had puked past the seal on that cell. Whatever it is can't be too serious, (and hopefully not too expensive to fix). Does this add any info as to what the problem truly is, to those more knowledgeable than myself ? In my case it was a loose connection at the starter. Be sure to check that as well

The starter relay, is original. The battery is old, and needing replacement I know-but I doubt that being the problem considering the juice poured at it today. I don't really know where to start on this. I thought I had all the bases covered.
