Yes you are correct. All the Scarebird kits have only their parts that create the ability to use commonly-available over-the-counter brake parts from various years' cars. 

Other complete aftermarket kits are available. As a comparison, Stainless Steel Brake System has kits for C body Mopars that are complete. They range from just over $700 to just over $1600, depending on how much and the type of items included. http://www.ssbrakes.com
