Clean the opening as good as you can to make it smooth, even if you
have to wire brush it or sand it. Maybe you have an old piece of a
plug or rust stiull stuck to the edge of the hole.  Then try the
rubber plug.   I don't like the looks of the rubber plug, but trying
to get the metal plugs in the engine while it's still in the car is
tough.  I don't think I would use sealant on the rubber as the rubber
should expand enough when tightened.  A  rubber plug in the expansion
hole by the starter  will make the starter sit slightly off center and
not catch sometimes.
