Freeze Plug Leak

I've been fighting a core plug leak in my '65 Statellite 383.  I've put a couple 
of metal plugs in there and just can't get it to seal. I even tried them with a 
sealant - I think is was the Permatex copper sealant.  Right now, I have the 
rubber plug.  Any ideas of sealant and/0r prep work that I can do?  The engine 
is in the car.
