Is there enough sticking out that you can cut the head off, and run a 
die over the stud, screw on a nut, and another nut as a jam nut?
If not using the scatter shield as a guide( guaranteeing a good center) 
cut the bolt off, and drill and re-tap the hole. Either retap to correct 
size, or re-tap using a helicoil.
Stainless is famous for  galling up. Sounds like that's what it did.
