Help with Bolt Removal

While putting my BB on a engine run in stand, I was bolting up the
scatter shield using stainless ARP bolts. One went in harder than the
rest (they were screwed in by hand) so I used a 1/4 drive ratchet to get
this last one in. Now since it did not feel right I tried to back that
one out. It came out about half way and then locked up. I can turn it in
but it will not come all the way out. I then managed to round the bolt
head so I decided to cut the head of with a air saw so I could get the
scatter shield off. I now have enough of the bolt left sticking out of
the block that I can get vice grips on it but it will not turn out. I've
tried all sorts of penetrating oil to get it out but it locks up in the
same place. I don't have the capability to weld a nut onto it since it
is stainless so I effectively now have two locating dowels on the left
side of the block. I know I can probably get away with this  but still
would like to get it out. Any ideas would be appreciated.
