Thinking about this a bit more and it has to be the lifters, must be some crud that's blocking the feed/drain hole (although both on only one cylinder is a little peculiar).
 
Tried to pull them with the hooked wire trick but they're pumped right up, can even get the hook under the wire retainer. Turned the crank so they are both at the valve closed position, will let them sit (and hopefully drain) for a day or two and see what happens. If they still are pumped up, I'll pickup one of those magnet on stick tools, pull them out that way and replace them, they're cheap enough.
 
Be nice to get 40+HP, smooothness and mileage back once I get this sorted out!

A  "pumped up" lifter acts like a stuck valve. The lifter fluid is "locked" so the lifter won't give.

As opposed to a "collapsed" lifter: will not hold oil to properly open the valve. (Assuming correct oil pressure.)
