Some guys use a blow-dryer for hair to soften up the headliner.

I think I would look for a brush-on contact adhesive, a pint should be
plenty. Follow the directions coating both surfaces.  You only want to
glue the edges.  Make sure you keep the bows in the right order as
there are slight differences between them.  Lay the headliner out in
the sun and get it good and warm so it will stretch.
