There is a specific tap made just for cast iron. CAST IRON TAPS: Taps designed for use in Cast Iron, have a low hook, 2-1/2 thread chamfer, and a Nitride treatment to help overcome the abrasive qualities of cast iron. But, you can use a regular tap. There's nothing special as far as instructions, except for taking it slow, frequently reversing direction. No big deal. The hold down straps require you to fasten it with machine screws to the block. Though I dont mind the drilling portion, im not keen on using a really small tap down into cast iron for fears a snapping it off. Do they make self tapping screws that could be used successfully provided you use the right size bit to begin with?
