Take the plug out at the number #1 cylinder.
While holding your finger in the vacant hole, bump the starter over until you feel compression pushing against your finger. That should be where your distributor rotor is pointing out #1. If it's not, you're at TDC on the harmonic balancer, but not TDC #1 when the distributor needs to send spark to #1...
Are you sure you indexed the timing set correctly?
Did you pull the distributor? (you shouldn't have had to, so I doubt that.)
