I finally had the opportunity to check the clearance on the poly rocker that had the adjuster snapped off. That one was in the specified range. But when I went to adjust the rest of the rockers I discovered that at least 1 of the adjusters is pretty much all the way in but there still is a bit too much clearance (tick tick tick).
