AFAIK: They both do the same thing, i.e., burn out to protect the items past them in the circuit. A "fusible link" acts like a fuse when it melts as electrical load goes above the  rated current. The fusible link is wired permanently and needs cutting out and new one spliced in when replacing if it fails; the fuse is a simple R&R.
