Silicone seal

I know what you mean about the silicone seal Brian. It can cause alot of
problems. I was busy and had a neighbor install a saddletank for me. The
truck kept dying after I filled it up. I found the gas filter plugged
each time. I cut one open and found little translucent "worms" clogging
it. This turned out to be clear silicone seal that he had put around the
sending unit etc. and it had squeezed out inside and fell to the bottom
where it was stirred up by the filling of the tank. I had to flush it
out. You have to be careful where you use it.
