Carter BBD rebuild help needed



I'm rebuilding a 1969 318 Carter BBD two-barrel carburetor for my Poly.  
I need help with two questions, please:

1.  I lost the part that sits atop the big spring on the accelerator 
pump.  The rebuild kit calls this part a "pump spring ferrule."  Do I 
need this?  If so, does anybody have one?

2.  The accelerator pump seems to be rubber.  Do I oil or lube this with 
anything?  Or do I install it dry?
