Check the accelerator pump to see if it is seating/working.  

Sometimes people over-tighten the air cleaner and warp the carb so it is not re-buildable. I had a similar situation with a 383 2bbl. We put in a rebuild kit and did many tries / adjusting to fix it and still ended up with bog and occasional backfire. We put a different carb on and all was ok.

If the 361 dies going to drive check the idle rpm. It may be too low.
