I'd try the axle/spring hanger nuts but if they are bad/hard at all I'd break out the Saw-Z-All and just cut them free. I did that on mine. They were too rusty and deteriorated anyway. They aren't that expensive and they are kinda important. The U-bolts are easy to obtain almost anywhere. Actually I replaced my shackle bolts too as they were eaten up and nasty also. I took my old bolts to the local nut/bolt store and they were able to match me up some grade 8 stuff that was perfect. It's one of the easier jobs actually.
