They're not on all cars.? The later? b-body mopars, like a 69 Charger with a Rallye dash has a separate wheel-type dimmer, but it gets just as cruddy.

Sometimes you can move the headlamp switch all the way left & right a 
few times and that removes the crud on the contact, allowing the current 
to flow correctly to the dash lights.
