Alright, having been there in person for the unearthing, I have to ask, or at least clear up:
1. The car was not buried in a bomb shelter. It was buried in a hole in the ground lined with concrete, known as gunnite. It was buit the same way you'd build a swimming pool. The technology at the time was intended to be used in bomb shelters, and I've seen references stating that the vaul was designed to withstand a nuclear blast, but it was not purpose built as a bomb shelter. It was built as a vault to hold the car. You also need to take into account that the car was a last minute idea. Chrysler donated the car and they had a matter of days to make the arrangements to bury it. They did not have a lot of planning time, so they did their best.
2. Where do you see that Boyd is going to restore it? First of all, that decision is to be made by the owner of the car, which is at this point undetermined. (They have a winner, but have they found him yet?) Second, at the unveiling, Boyd stated that he wouldn't restore the car. He is also of the opinion that it should stay just the way it is. He also, when asked, said he'd never restored anything like that before, which doesn't surprise me. Boyd takes mostly solid, mostly complete cars, and hot rods them. He does not do concours work by any means, nor does he or his crew show any signs of having the knowledge.
