heater control valve

I'm putting my car back together, and am having trouble with the heater 
control valve, 1964 Fury.  The movement was very stiff, enough to bend 
the cable.  I worked the lever by hand a few times, now it moves forward 
about 75% super easy, like it's not even connected to anything.  The 
last 25% of movement, towards the back of its travel, goes but is very 
stiff.  The heater core is not connected.  What does all this mean, 
please?
