Jim, Your first welder should be a MIG. Faster, easier to learn, very versatile. A TIG is a great tool for welding aluminum and anything else, but slow, and a harder technique to pick up. It takes practice. You should also have a gas rig. If you want to learn how to weld, start with gas. If you become a good gas welder, then you can learn anything. I learned how to weld with a MIG, then got a TIG and was getting a bit frustrated. I took a class at a local community college. The first thing the instructor told me was to learn gas, not what I wanted to hear, but I went along with the program, and guess what, Tig was easy after gas. The power you have will determine how large you can go with a welder. I would suggest putting 220V in your garage if you don't have it. With a Mig, you will need at least 180 to 200 Amps if you want to weld 3/8 to 1/4, or mild steel .120 to .134 wall roll cages. Most of the 180 to 200 Amp machines require 220. A 150 is on the light side. With welders, buy more than you think you need, because soon you will need it.
