One of the reasons a non-pumping geographical area difficulty can affect oil prices is because oil is traded as a commodity, as are pork bellies, etc. This means those who buy and sell are free to act upon their intuition, fears, and other factors beyond the actual amount pumped out of the ground. They are essentially betting on whether prices will go up or down.
