Hi, Attaching the dash from the underside may be a lot of extra work. I can't remember for sure, but I think that the screws that were along the windshield, went into the cowl and were not particularly accessible from below. On the same vane as you are thinking, why not velcro? Once you get the dash out, two sided tape and velcro and "dada". I think on 63 b-body units the dash will come out with the windshield in place. The 64/65 dashes are much tougher. Someone once said that with patience and the correct wrenches/sockets etc. the dahs could come out. I did not have the patience. I did not, however, change the windshield gasket since the windshield guy said mine was fine. Good luck. K.
