Sounds like it is low on fluid... but that would mean a leak and would be quite apparent.  If that isn't the case, then he is probably looking at replacing the pump/motor.  You can rebuild them, but for my money you are better off with a fresh one, and get rid of the brake fluid and replace with ATF.  Just did a pump and hoses a couple of years ago.  I did flush out the cylinders and reuse them.  Of course you need to look at all the arms and brackets to make sure nothing is binding.

My son bought a 64 Fury convertible.  So fun, but the top has issues. When it's in the boot, you have to manually lift it 10 inches or so before the motor will move it forward.  I've never dealt with a convertible so any and all replies are appreciated. Thanks.
