The entire piece is vacuume plated (chromed) then the surrounding frame and the raised sections around the buttons are masked and the interior section is painted flat argent silver.
The exact flat silver is still available in rattle cans at auto paint stores.
I have seen guys not do the second step and leave it all chrome. It is very reflective!

Likely the former. I'm basing that guess on my '69 rallye dash, which had silver underneath the black sections.

That piece on my car is original and worn but not as much as yours.
The chrome-like finish is on the raised area around the perimeter of
the whole thing, and it looks like also the raised areas around the
slot for the park lever and each button hole. The interior is a flat
silver/argent color.
I tried to get a picture, but the finish difference didn't show very
well. If it stops raining later, I'd probably be able to get a better
picture outside.
