The" latches" are there to secure the bottom of the backrest.  if you look closely you should find small holes which correspond.  They are there to put a screw through and into the floor pan.  I presume they are slotted to allow for some variance with upholstery.

I think there is a diagram in the factory service manual about removing the rear seat but I don't know if it has the level
of detail you seek.
