first, you should never bore a 413, or any mopar block, that far without  
sonic testing. hopefully he didn't try to put roller tappets on a flat tappet  
cam. the terminolgy "3/4 cam" has been obsolete for many, many years. it was  
used when folks couldn't read or understand valve timing. as far as the richness 
 goes, check fuel pressure or float level. offenhauser 360 degree intakes ( i 
 consider them to be obselete) are not the best for low speed and i'd 
recommend  an edelbrock ch28.
