electrical nightmare #1

 On the wiring diagram i am looking at (64 B-body Plymouth, yes i am
 assuming its the same as 64 B-body Dodge) it shows a black wire coming
 off the red wired prong of the ammeter and running to what they call
 "Accesory circuit breaker". First off thats not there in mine , just a
 red wire going to one prong of the ammeter  and a black wire on the
 other prong. What gives?
   The second question is: Is this " accesory circuit breaker" the same
   as the small three pronged box that plugs into the printed circuit
   board? I thought that was called the "instrument voltage regulator".
