Wayne,

The only way to tell is to do a lacquer test. Take a small corner on the
bottom
of the fender, put lacquer thinner, or reducer as it is called today, on
a rag
and let it sit for 10 min. if it reacts, then you can't use it, if it
does not, you
in the green.
