Had a similar problem on a 67 Newport convert I used to own many years ago. A mechanic friend of mine suggested I change out the booster with a loaded (new MC already attached) rebuilt booster and it solved the problem. I'm not sure if the 66 shares a similar platform but I'm sure there's a few guys on here that may have a idea of whats going on. Either way, the car has power brakes, and the pedal is pretty firm but not tight like the booster isn't working. Instead it's as its working too good, because the slightest pressure will almost lock the front drums up at slow speeds. You really have to be super careful driving it or you'll literally end up through the windshield! I suggested adjusting the cams in the front drums, just wondering if you guys have any other ideas. He doesn't believe it has the dual wheel cylinders at each corner.
