Thanks everyone.   Now I know the difference between a snap ring and a
c-clip, ha.

I got it removed.  Using pliers and screw drivers somehow I must have
moved something trying to get at it and the whole brake assembly
sprang off with a loud twang.  Only thing left  on there was the c-
clip!

So I grabbed it from behind with vise grips and pulled it off.  It
still took quite a bit of force for such a tiny object.  Not a very
expert way to do it, but I think I got lucky.
