There's a lot more than just "Polar Ice" involved. Take a look at
Greenland. That is one massive island covered in snow and glaciers.
All of it above sea level. Take a look at Antarctica. Again, one
massive land mass, all above sea
level.
All of that ice and snow is melting, and when it does melt it flows
into the oceans. All that water being added to the ocean has to
affect the water levels.
It took a few million years to produce the oil we are using now. And
it took more than just a graveyard of dead bodies to produce it, with
pressure being the big factor. So the earth is not regenerating oil.
We not be discovering new sources of oil that did not exist before.
And, no, they are not finding new oil in dry wells. What they do is
fill the old "dry" wells with water and, as oil floats on water, any
oil they could not pump out comes up as the well is filled. As for
crude on the surface of the Gulf of Mexico, given the oil rig disaster
a few years ago I would be astonished if they were not finding oil
slicks.
