But they ARE finding oil in previously thought to be dry wells. Without filling them with water. Wells are also renewed the way you mention but the fact remains that some wells that were closed over 20 years ago have been reopened and found to have more oil in them.
Oil on the surface of the Gulf is natural. Been going on forever. The Gulf is so rich in oil that it seeps from the ocean bottom. Same thing happens off the coast of California. Tar balls are a regular occurrence in both areas.

oil they could not pump out comes up as the well is filled. As for
