It's the strut that holds the band in place in the case, the servo holds the other side.  It generally happens when the band is so worn out or so far out of adjustment that it falls out into the pan.  Worn out is most likely because if it was that far out of adjustment it was slipping and wore the band out any way.  Reinstalling it is possible, but the inevitable is looming shortly!

I lost 2nd gear in my 727 right before it went into storage last
fall.  Tonight I started he removal process.  When I removed the pan I
found a piece of steel about 1" wide and 3" long with a small notch in
each end.  I'm guessing this is related to my problem.  This piece was
not damaged in any way, just laying loose in the pan.  Can anyone
identify this piece?  And if it can be put back in place without
removing the tranny could it possibly solve my problem?
