No, I think. For example, in 1964 the Plymouth Pursuit/Patroller Special 
cop cars had an option for 6.70 x 15 tires on 15" wheels.
But the option  list notes: "wheel covers not available with 15 inch 
wheels." I assume this option note refers to DD caps.
