Gary,

the smooth column cover can be installed on an automatic/column shift car if you are going to a floor shifter or a 4 speed. Console 65s (coronet 500s) have a smooth column cover. 64 and earlier with the pushbuttons on the dash should also have the smooth column cover.

I think one issue is the original 1965 Plymouth is a 4 speed so the steering column is plain. The power steering column will need to not have a gear shift selector, so it needs to come from a 4 speed car as well. Or a previous year PB B Body (more plentiful), if the '62 to '64 power steering columns will work on a 1965.
