Yeah, the old undercoating is tough! I've never heard of the magic solvent than gets the old undercoat off easily.

Tactics: Heating with a heat gun (safer than a torch) and a putty knife followed up by rags & mineral spirits or kerosene is widely used; soaking with kerosene and scraping with a putty knife has been tried; people also have used Aircraft stripper; and Easy Off Oven Cleaner type stuff soaking over night. Or renting a high heat pressure washer or using dry ice blasting. (http://www.blastcleaningdirectory.com/Countries/USA.htm).
