Mallory made a neat line of tachs with built in proportional adjustable rev 
limiters. Unfortunately somebody bought out Mallory and discontinued the 
tachs. I still have one but I'm hanging on to it. You can still find them 
used at swap meets and on ebay sometimes. Check  #200240020367 in ebay 
motors.
