You can use two or four headlights and still be correct:

"...the inner lights were removed to save weight. Removing the 
headlights and inner sections of the 2445244-5 headlight bezels and 
replacing them with outer sections cut from another 2445222 grille 
accomplished the modification. These added sections were pop-rivited in 
place to resemble the lines of the stock grille....Later in the 1965 
race season the inner headlights were added back to the front of some 
altered wheelbase A/FX cars so they would look more like a stock Dodge 
Coronet and better promote the image to the public." -- Jim Schild
