Premium burns slower or "more controlled burn" to be really accurate. 
Gasoline is made up of approx 22 compounds each of which burns at a different temp. That is what makes it such a good fuel that gentle continuois strong push as each compound reaches its ignition point and adds to the shove. When a gasoline does not have enough of an octane rating for the engine the temp rises too quickly and several of the compounds go off at once or more or less explode instead of a strong steady burn and push. This is what causes the ping and the resulting engine damage ie blown head gaskets, cracked main caps etc etc. The hight test or premium fuel contains additives to stabablize the burn so this doesnt happen. It makes no more power. It just allows one to use more compression which in turn gives more power  (to a point) using better fuel than needed does little harm although there may be a teensy weeny power loss but using a poorer grade of fuel than needed kills power 25 to 30% and more in some cases and if the engine is pushed hard will, without question, result in engine damage.
