Yes they did print "certified" on the police car speedometers I've seen. These were only put in at the factory on cars with the police package. 

But you could buy the certified speedometer from the dealer's parts department so some person could have added it later during a restoration. Or the factory assembly line worker goofed and put it in a civilian car.
