The latch to open the hood on a 1965 Dart (and Canadian Valiant 200/Signet)
is under the hood edge.   There is a small lever that can be reached by
putting your fingers under and behind the front edge of the hood.  The hood,
if the hood release is set up properly, will pop up slightly to access the
safety catch.

The centre medallion just covers the hole.  Canadian Valiants had a Valiant
symbol in that spot instead of the Dodge fratzog.
