Hi I'm not a big advocate of Holley carbs(synonymous for under hood fire hazard) but dirt is an enemy of any carb...or fuel gum and it appears you have one or the other affecting either the operation of the floats or the operation of the fuel inlet needle.Could be that something may have happened to affect the adjustment as well as I do believe the float adjustment on holleys are done by a screw and locknut affair on the top of the float housing. You mention that its "almost" new meaning perhaps that is was used for a short time and then shelved for a bit,this is where I get the fuel gum business from. I would remove the float bowls and clean/check and adjust. If you are running a High output fuel pump perhaps a fuel line pressure regulator could be in order.
