So I agree with Noel and had the same issue with my 61 Newport(er) convertible. I was preparing to replace the pistons/motor and lines (all available thru Hydro-electric tops for $620 - which is a great deal- I think) but first I thought I would remove the back seat and side panels and take a look to see what the issue was……It was simply a broken hose. So…I replaced the hose and bled the system….and bingo(!) everything works beautifully. So I would pull the seat and see what you’ve got. Bleed the system and see if it’s a simple as a hose/low fluid which would show up as insufficient Umph to raise the top. You never know - you could get lucky!
