If you hear your top motor running when you try to raise the top, it's sounding like you have a leaky or bad hydraulic cylinder and/or leaks in the lines that route the hydraulic fluid to operate your top. Look around the cylinder and the lines for evidence of hydraulic fluid.
 
I had the same symptoms in my Brand X '64 1/2 convertible, changed out the cylinder and plastic lines this year, and the top mechanism now works like new.

But my power top seems to lift just fine when I want to put it down; but doesn’t want to lift at all when I want to put it UP.  Is this a clue as to what the issue could be?  Thx    Tim
