I just did a minor refurbish on my 1965 Package Tray, but I can also speak about its past.  First, your shape is the same as mine, with the center dropdown for the 300 badge.   Once you remove the trim, there may be a screw or two on the ends to remove.  Then, if yours is like mine, it is held in the center by two spring type clips that secure it in place.   You can find them with the seat out, but you just grab the center with two hands and pull straight out.   Mine holds together well, but it had been repaired in the past with thin metal plate glued underneath to strengthen it.  I don't know about steam.  Let me know when you get it pulled what you have.

To refinish I sanded and used Duplicolor Fabric and Vinyl Paint and it turned out nice.  SEM also makes this stuff.
