Hi all Kind of related. I ordered a new 09 Dodge Challenger in 2008. Went to check spare and guess what a styrofoam insert In spare tire well with a can Of flat fix and a little plug in Air compressor. First thing I did was go to local Wrecking yard and get a spare. Some things never change. I think they got a lot of blow Back for that. My friend got the same model a year newer And got a doughnut spare standard. You're right, they don't guarantee you won't get a flat, but for most situations it's probably ok. A long enough nail would also puncture the inner tire, the ones in the later 1960s had a much different inner tire to address that. Ultimately I'm sure they were just annoying and not worth the extra expense and hassle. I'm sure service stations may not have known what to do with them. If you had a low tire, you're supposed to over inflate the inner tire by a certain percentage.
I'm sure people might have been freaked out about not having a spare and added one. I have one classified ad from 1962 for a 300F and it mentions 5 captive air tires. Attached is another one from May of 1960 for a car with 500 miles and it mentions that it has captive air tires.
