Heat can help , aluminum expands more than steel liner . Large heat shrink gun? 
I empathize , many many years back , probably in late 60 ‘s I had an F , my first one needing new plastic emblems in the caps . 
I fought with this gently for days got nowhere , finally decided emblems no good anyway, so  put them in a press , 3 came out but steel somewhat destroyed under emblem  . Last one ( of course )the  press punched a hole right through the top of the steel   , still stuck fast —others mangled too . 
Then , I sort of realized all that piece does is hold the plastic up in place ? It has no structural role as far as I can see . 
So I put in emblem secured from behind with circular bead of  silicone , keeps water out too . No problems , threw away the cones   And their corrosion 
I know , non stock . Also non stick    , non corrode !

Hello, everyone:

 

I can't get the center gears off the hubcaps. I removed the 3 hex screws on the back but the gears appear to be glued (rreeaally glued) to the hub. Any solutions?
