Hi , It will not spin with full force unless big contacts make connection In back . That happens only if solenoid core moves all the way in . If “ sticking “ it won’t make the contacts . If it makes contacts pinion is all the way out and had to be engaged . Period . But there is a ratchet mechanism there at pinion — as without it , when engine catches it would back drive the starter pinion to 10000 rpm . So when torque reverses ( engine drives starter ) it releases the mechanical connection , and overruns till you release key , and pinion then withdraws by solinoid. This mechanism can have rollers or saw teeth , can get beat up and wear out , not engage when it should or be stripped teeth , lack of lube etc
Note Bendix drive does same thing without a solinoid by a screw thread on shaft under the pinion , when motor starts it drives pinion back into starter . The shop manual has an exploded diagram of the starter and will tell you what you need to know to fix it. Otherwise bring it to your closest reputable auto-electric starter/alternator shop, every city has two, and have it fixed.

I agree the starter and solenoid function fine but I think the solenoid may get stuck on the down motion which prohibits the grear from engaging. When I cleaned and lubed it it worked for about a week without issue. I don’t understand what the anti back mechanical is.
