[Chrysler300] WCFB sticking idle

I have a situation where a WCFB does not mechanically return to the idle screw , but only if the engine is running , with engine off no vacuum all is perfect . Not a linkage Issue, linkage off the carb. It takes literally 2x the spring pull to return it fully and that is way too much spring . Marshall Goodnight helped me a lot with info that apparently our engines were built by the marine division and some (!) have Chrome plated throttle shafts , some are plain brass. Marshall correctly believes plain brass on pot metal has more friction . Thinking about this if each throttle plate is 1sq in , and 14 lb vacuum we have like 25 lbs pressing down on shafts at idle .. That is a lot. Maybe someone else has dealt with this ? It can fool you ( did me) as it works perfectly with engine off, but high or changing idle return stop with engine running . Never saw this before —something is different . Rebuilt carb by pro, no binding or sticking.
Thoughts welcome ..
thank you ,
John
